Columbia University Press Should Honor This Venerable Book by Retiring It

"How Nations Behave" was a classic in its day (the first edition came out in 1968). Taking on "realists" such as Hans Morgenthau, the book argued that international law has a big influence on the behavior of states, if only because states often find it in their interest to structure their relationships legally. The book was filled with wise observations about how diplomats and lawyers interact and behave in the real world. Anyone who had ever worked for the State Department (as the author had) would know that the thesis was basically right.
Like any book, "How Nations Behave" wasn't perfect. It sometimes substituted glorified editorial commentary on current events for analysis of deeper trends. And the idea that the 1945 UN Charter had put meaningful curbs on war was pretty rich by 1979, the year the book was updated AND the USSR invaded Afghanistan. Nevertheless, the book drew attention to a humdrum feature of international politics that is often taken for granted: most treaties are honored most of the time, and most countries do not want to get a reputation as a lawbreaker. International law is real law.
But, come on, Columbia University Press. "How Nations Behave" is a bit dusty in 2014. International law doesn't stand still. The book discusses the New International Economic Order (remember that?), not the WTO. It has case studies on the Suez Crisis (1956) and the Cuban missile crisis (1962), but not on Iraq or Crimea. The discussion of international human rights law -- written before the creation of the ad hoc tribunals and the ICC -- is hopelessly out of date. Terrorism and counter-terrorism hardly figure in the text. European unification (one of the biggest success stories in the history of international law) is barely mentioned. I could go on and on.
Bottomline: "How Nations Behave" should be given an honorable burial, and Columbia University Press should commission an author of Henkin's stature and skills to write an updated book on the same subject.
